This is a know limitation set by Samsung on the device. They had already been notified about it. Make sure to update your device whenever there is a new update as this issue may be fixed on future updates.

It may be caused by an unfinished transfer or a glitch. The file may have gotten corrupted during the transfer too. Delete the corrupt file and perform the transfer again.

I did every suggestion but still S Beam won't work for me

If all possible fixes has been tried, yet S Beam remains unresponsive, perform a hard reset on it. Take note that hard reset will restore your phone to its original settings and will delete all the data on it so make sure that a backup has been performed before doing the transfer.

Hard reset has been done but S Beam continues not to respond

If S Beam continues to be unresponsive even after a reset, there may be a problem with your device's NFC. Bring your S4 to a service center and have it checked.
