Will hair grow back after telogen effluvium and hair texture?

I'm a 23 year old female and I got an awful haircut. I was too ignorant and I thought using minoxidil will help grow my hair longer faster. So I bought the 5% men foam Rogaine and I didn't read the instructions and I applied the entire bottle on my head. I never had any hair loss issue but since then my hair won't stop falling and hair texture completely changed. I only applied this once and it's still falling and texture has changed. I've been to a bunch of dermatologists and hair loss specialist and they said I induced telogen effluvium. It's been 5 months I see no regrowth and hair texture is still weird and hair is still falling but better than before. Did minoxidil change my hair follicle that's why my hair texture changed? If not will my hair texture go back to normal as it grows back from the roots? How long will it take for hair to grow back and go back to baseline? Have I killed the follicles? The past 5 months has been a nightmare for me I cry myself to sleep every night. I barely take a shower out of the fear of losing hair. I just want to be rest assured that the hairs will grow back and the texture will go back to normal and that I have not caused any permanent damage. Thank you
