Why does it tell me to complete setup when I press the home icon?

I'm going through the process and when I go and press the home icon it's telling me to complete the setup and isn't going to the next step. Trying to set the phone for use with a MetroPCS SIM the phone is from boost mobile. I have tried: I have tried to rest phone. I have done the steps that I was givin. I think it was caused by: I'm not sure, the phone isn't activated and hadn't been for a while.
