How do I get to step 8 because I didn't get to the Google screen after hold the home icon?

I need help from step 7 to step 8 because I didn't get to the Google screen as told through the instructions from step 7 - 8. I did everything stated in step 7 to step 8. Once I held the home icon down. I didn't get to the Google screen. It did nothing at all. Please help me.

Step 7 isn't working. Why not? Everything else was right on up til #7?

Step 7 isn't working. I the overlay screen comes up. I hold the home key, nothing happens. A small box at the bottom of the screen says, complete setup to continue. HELP

Step 7 is being complicated, why dose it say finish set up first?

On step 7 it say an icon of a man in a circle will appear then tap it , but when I try to hold down home from the overlay menu it says finish set up first ? why is that and how can I bypass it ? I gave you guys as much detail as I can I don't think I can provide any more information
