Just found out our neighbor & his brother are hackers & identity thieves who is making our lives hell?

We found out our neighbor is hacking our Android phones, fire tablet, we keep changing our Google passwords,well all of our passwords we keep needing to change, he has illegal hacker apps, he can hide online, and keylogg on his multiple. Devices that we see when he's in our apps, he also does identity theft, he's definitely hurt our credit score😔, he has total control over our devices, we can't locate him, what can we do to get out life back?
