Touch screen home button not going to Google screen?

The home button off of the touch screen control panel is not going to the Google screen when I hold down the "home " button. instead a little grey window pops up and says "complete setup to continue". It says that if when you hold down the home button it should go to a Google screen. It pops up a menu saying to finish set up.

Stuck at the part where it pulls up to the Google screen and you have to hit no thanks due to I guess Java script is disabled?

I'm stuck by tossing where it says it can I come to the Google part and I had to hit no thanks to the fact that it's stating that my JavaScript is disabled. Because in between me steps is that telling me that it cannot do this because my daughter scripts is disabled there is no option. I have tried: Hard resetting itself resetting it everything I had no clue how to enable the. I think it was caused by: Had absolutely no clue because at that place in time in the reset you cannot access your settings

How can I get past holding the home button and get to the Google screen?

When I hold down the home button a message saying complete setup to continue pops up and that is all it does. When holding down the home button the only thing that happens is a message appearing saying complete setup to continue. It never goes to the Google screen
