I need to "Port forward" #5198 & #5199 in order to run EchoLink, an Amateur Radio VoIP application. I'm running WIN XP SP3 & outward packet tests are successful, but inward tests fail. Internet access is through smartphone Samsung Galaxy S-III (Android 4.3) hotspot on T-Mobile 4G network. Need help in finding a place to "open" required ports, i.e. 5198 & 5199. Any and all assistance is appreciated in advance?

You can just you your home wireless or any WiFi service. Hotspots at coffee shops and hotels etc. Free WiFi is everywhere these days so it is a feasible option. Also you can share internet from you phone to create your own portable WiFi hotspot so your Tablet can have internet access that way too.
