OK, so I turned my Tablet ON and I pressed the little space to write in my lock screen password it wouldn't let me type any thing just a speaker icon showed up so I pressed it but nothing happened please help?

If you have headphones plugged in, remove them. You could try a soft reset to the tablet first or access the Recovery Mode and wipe the cache partition. If those options fail, you will have to hard reset the device. You may have enable TalkBack if your tablet is a Samsung and this is why that symbol appeared.

Enter PIN, Enter PUK. When I want to unlock it, the device pop out enter PIN, tried a couple of times it pop out enter PUK. I don't know why? May I get a solution?

I am don't know why my Android device became like that when I want to unlock it.

You did not name the device model so there is no option for me to tell you the PUK code. What you need to do is keep accessing until you get the option to sign in using your Google Account. Follow the steps in the VisiHow article on this page.
