Steps

In order to set a new time zone on an iPad, locate and tap the "Settings" icon

It is a gray-and-silver set of gears.

Tap on "General" on the left

Scroll down the right side until you find "Date & Time"

When you've located "Date & Time", tap on it once

Tap on the "Time Zone" field
.
Nothing will happen is "Set Automatically" is enabled.

In order to change the time zone, tap on the "Set Automatically" green toggle
.
This will disable automatic time zone detection according to your location.

Then, tap on the area "Time Zone" again

Tap on the search field under "Time Zone"
.
This will clear the search bar

Enter your location or something that is more suitable to you
.
You can type something like "Washington, D.C., U.S.A.".

Tap on the search result that suits you

Now, your time zone will be set to the one in Washington, D.C. You'll note that the time at the top also changes.

Then, press the home button to go back to the home screen of your iPad
