How do I fix my black screen of death? I think I am on a Windows 7?

I have the black screen of death. There is no cursor and there is just a blinking line in the top left corner. Everything else is black. When I try the f8 or f12, it only beeps repeatedly. Nothing happened when I try to use f12 or f8. Only beeping until I stop. I have tried: I tried booting it up with f8 and f12. I tried pressing those repeatedly. Nothing worked. I think it was caused by: We just had a 1-second power outage and now it is not working.
