Recover Android Device in case of Forgot password/pattern unlock an Android device

My Samsung Galaxy tab 4 is locked with a pin and I can't reset it cause I didn't set the pin?

I tried to power it off and hold the volume button but it doesn't do. I did what it told me to do but it won't give me the option to reset it
