Unfortunately, BlackBerry decided that Z10 owners didn't need a "Dark Settings" application since it wouldn't have an impact on their phones' power usage. You'll need to wait for a system update from BlackBerry that includes a dark theme for the BlackBerry Z10 in order to change your settings application's theme from black text on a white background to white text on a dark background. As of right now, however, you will not be able to change the Settings application's theme from light to dark.
