I tried holding down the home button but nothing happens, why?

I did what the step said and held down the home button and the only thing that happens is a little box shows up that says complete setup too continue, what do I do?

When I hold down home, it says "complete setup to continue"?

I am not sure if this is the correct procedure for my phone. The instructions say to hold down on "home" in the accessibility menu, and it takes you to a Google screen. Mine doesn't.

Can't get passed the touch assistant can't get passed that?

I factory reset phone and now I am trying to set it up so itsays I can't connect to internet to sign in with my Google account which I don't have and I wen t to accessibilty turned on the touch but when I go to the little man and bring up some apps I go to psh on the home so it can bring up the Google page but it keps saying complete set up.
