Hard reset your Android phone or tablet when you forget the passcode or lock pattern

I followed steps didn't work horse right back to rca screen with dogs and it will not power off?

I followed the steps to reset my tablet, once done it went right back to the rca symbol with the dogs. Plus I can't power off my tablet

Can't power off without the passcode? If there another way?

If there another way to shut if off? I push the button and I hit the power off button and it ask for my passcode. But I don't know it. Can't shut it off and continue to step 2. I need to power down but I don't know how
