Disable Talk Back Mode in Samsung Galaxy S3

I can't access the accessibility mode, the phone screen won't move down?

Need to get rid of TalkBack mode. Driving me nuts!!! Can't reach acessaibility mode. Went to settings can't reach accessibility mode!
