Not getting verification code for my device

• Use mobile data connection to request the verification SMS message instead of WiFi connection.
• Enter your full international phone number. This includes the plus sign as the first character, then the country code, and the number. Omit any leading 0s or 8s or exit codes from your number.

A proper phone number can be +79134567890, where "+7" is a country code.

• Your international SMS service might be disabled. You need to call your carrier up and ask to enable international SMS service on your phone.
• Try to activate WhatsApp in the area of the issued SIM card (i.e. not in roaming).

If nothing helps, uninstall WhatsApp, reboot your phone, and reinstall WhatsApp.
