Can my hair be repaired or must I continue to be ashamed?

My hair was burned by relaxer at the hairline on both sides 6 years ago, my hair is dry, and even though I cut it off and it grew back except at the hairline, it is dry and won't grow past a certain point. This past year I have used a root booster lotion and a plastic bag, no results. Please help me. I am 52, disabled African American. Please help. I have tried: Hair mayo, vitamin E, Moisturizing shampoo, conditioners, Keranique, hair vitamins, root boosters, Dr. miracle, etc.... I think it was caused by: 6 years ago I decided to go short after wearing a relaxer for years.kinda a boy cut afro, later I applied a product called S-curl to give it waves and curls. then I wore it braided for approximately a year. I forgot about the S-curl because it was something I had only tried once. my hair had grown back to shoulder length when I applied a perm, and shortly after my hair loss began and I have been unable to fix it since
