Recover Android Device in case of Forgot password/pattern unlock an Android device

How do I get the Google screen to come up the method you said to use won't let me get to the screen with Google?

I tried your method and complete set up appears at the bottom of the screen in a black box . So I can't even get to the Google screen to finish your steps
