My phone is not allowing me to the next step how can I go past this step?

When I'm on the menu it will not allow me to click the home button from the touch asst. Menu. I don't see another option to go to if it doesn't allow the step to be preformed

Step 8 doesn't pull up Google, is there an other way to do this?

When I hold down the home button from the accessibility shortcut like it says to do in step 7, it doesn't open Google like it says it would in step 8, instead at the bottom of the screen it says "finish setup to continue" is there an other way to open Google? Explanation is in the question I asked and now it says my explanation is a little short, but I'm pretty sure I explained in enough detail what the problem is so I'm just tryping this to take up space...

Why doesn't it go to the next step when I press the home icon?

I'm going through the steps to be able to by pass Google account but when I press on the little man the icons come up but when I press on the home nothing happens. The phone isn't activated or hasn't been activated for a while.
