Can I only track my phone if it is used?

I lost my phone on the 29th of May 2016, and when I try to find it, it shows my last location on 11 May 2016. How can I find its current location from 1 June 2016.

There are several possibilities why you cannot track it. Once the smartphone has been hard-reset, the Microsoft account data is erased from it. This means that you cannot track it anymore. Also, its battery might have died as well, so no signal is produced. There is other possibility too: someone might have gotten onto your smartphone and disabled Internet and location services. At any rate, report the lost smartphone to your police station, send a message about a lost smartphone to the local mass media, and check local lost-and-found offices. Unless he or she is a robber, a person who finds your smartphone is obliged to find the owner of the smartphone; and you have to help him or her locate you too.
