    The answer to this question is when you are the most focused
    .
    For some, it can be a couple of hours after waking up (the sleeping time should be regular when defining this), when you had an adequate amount of sleep and food. It can be any time of the day when you generally work better or are more productive. When you define the time, practice your breathing and do vocal exercises. You will be more focused and not tired at the end of the exercise if you put practicing within the most focused time frame. The farther you are from the sleep, the more fatigue is upon on your vocal cords, and the less they are relaxed. Also, picking a scheduled time at the same hour for practicing is the best time as the organism will adjust itself to singing.
