To disable a laptop keyboard in Windows 10, you have first to uninstall it. Next, make a Group Policy edit (Windows 10 Pro/Enterprise), to ensure it doesn't reinstall itself on startup.

If you run Windows 10 Home, there is another workaround that will successfully turn off your laptop's keyboard. It involves intentionally installing the incorrect driver, which renders the keyboard nonfunctional.
