I would like to thank Wendy Tung for this awesome video on Hot to Make a Face and Body Sugar n' Oats Scrub. I have organized it into a wiki for anyone with a hearing impairment, or for those who just prefer to read the steps. Hope you enjoy.
Steps

You will need a few things starting off with a plastic container

A food processor, blender or an appliance that can grind ingredients

Organic sugar, but feel free to use brown or granulated sugar

A light olive oil or extra virgin olive oil (light olive oil does not cause the scrub to smell heavy of olives) (whichever you prefer)

Tea Tree oil ( optional and not recommended if you have sensitive skin)

Oatmeal absorbs and removes surface dirt and other impurities giving your skin a natural glow and relieves skin of dryness

If you do not wish to user Olive Oil then you can opt out and use Almond Oil instead

Pour your oats into your food processor, blender or food grinder (the amount depends on how much scrub you wish to make)

Blend/Grind until it is a powder texture

Measure your ground oats into your cup (take note of your measurement as you will need to add an equal amount of sugar to your container as well)

Pour your oats into your container

Pour sugar into your cup to the same measurement as your oats you measured previously

Pour your sugar into the container

Stir your sugar and oats with your spoon

Pour your oil into the bowl to just cover your ingredients but not soak them

Mix your ingredients with your spoon

Mix until your whole container is evenly colored

Using a Popsicle stick mix your Tea Tree oil (5 to 7 drops) into your container
.
Remember if you have sensitive skin skip this step or instead of Tea Tree, add lavender oil to your mixture. Tea Tree oil has antimicrobial, antiviral and anti-fungal effects which is great for clearing up your skin on your face and body.
