You may have a toolbox that's blocking the options along the horizontal menu

If so, click and drag the "Toolbox" border to move the window away.

Next, click "File" from the horizontal menu at the top of the window

From the drop-down menu, click "New..."

Alternatively, press "Ctrl" + "N' on the keyboard. A small dialogue box will appear.
