Steps

First, open Microsoft Edge

In our case, it's on the taskbar, so we simply click the icon.

When it opens, move the mouse cursor to the upper-right corner of the screen

There is an icon with three dots there. It's for "More actions".

Click the "More actions" icon

Find the section called "Open with"

We can choose to open with the "Start page", "New tab page", "Previous pages", or "A specific page or pages".

Click the radio button next to the desired option

We will choose "A specific page or pages".

Click the field beneath "A specific page or pages"

Select one of the existing pages or click "Custom"

We will click "Custom".

In the field that prompts "Enter a web address", type in a web address

Click the "+" symbol next to that field when ready. Choose everything according to preference.

Click anywhere off the Settings tab to close it
