Usually, an Arabic region will have the ROM but the newer ROMs of updated OS might take longer to be broadcasted. You could look for a Clockwork MOD for your device that included Arabic as a system language.

I spoke with a Straight Talk rep and was told they could do a factory reset to try to fix it. Does that mean I will lose all of my contact information? Thanks.
YES, doing a factory reset will erase all your personal information and data, contacts, photos, videos, etc. But, if your contacts are set to your Google account, you can backup, go to 'Accounts', select your Google account and hit 'Sync', that way, all your contacts will be saved to your Google account. And once you set your Google account on your factory reset mobile, your contacts will be automatically recovered to your mobile.

You are correct in your assumption that because you bought the phone from the US, the language option for Arabic is not there. The software developers only add a small selection of languages based on population. Therefore, you will have to find ROM specific to an Arabic region and your device. So if your phone is not widely sold in an Arabic-speaking nation, it will be hard to install ROM. If this is the case then you will want to see if there is an alternative MOD like Clockwork available.
