Steps

    As you can see, I've already got Photoshop open, and I've imported my video
    .
    When you do the same, your screen will look quite similar. There is a preview in the center, the Timeline at the bottom, and your Layers of video clips on the right-hand side. Since we want to import a filter over the video clips, the clip needs to be converted into a Smart Object. I can show you how to do this in another video.

    Click on the Timeline for whichever selection we would like to edit
    .

    Find "Filter" at the top menu bar

    Hover your mouse over "Blur" and select "Shape Blur", toward the bottom
    .
    It will bring up a new window with a small preview. There is a preview on our canvas as well. "Shape Blur" will put a blur all around that particular shape.

    We can zoom out on the left-hand side, or zoom in on the right
    .

    We can also change the radius by dragging the bar, here, or typing in a number
    .

    Let's select a heart-shape
    .
    It will apply it to the canvas, and it also updates in the preview.

    Press "OK" to apply it, or cancel to go back
    .
    Now, the blur has been added. It's not so obvious on my example, but may be more evident on yours. When we play the video, we will see that the blur has been applied.

    We can hide these, if we'd like, by pressing the eye shape on the right-hand side, or by stepping backwards as I've shown you in another video
