First thing that we need to do is access the charms menu. We can access it by moving the mouse cursor to the upper-right corner of the screen.
From the charms menu, we click "Settings".
Now, we have to click "Change PC settings".
In the "PC settings" section, we need to click "Accounts".
Now, we need to click "Other accounts".
Once this is done, we can click "Add an account".
If we want to make a local account, we need to click "Sign in without a Microsoft account (not recommended)".
Now, we click "Local account".
We can choose the name now. For example, let's name it "VisiHow".
We set a password to the user name. Let's type "VisiHow" as well.
We need to repeat the password.
We enter the password hint. Let's type "best website for tutorials".
Once we've followed the steps above, we click "Finish". Now, a new user has been created.
