Many people run into this issue when trying to access an Android device's password with their Google account information. Unfortunately, without a connection of some sort, the likelihood of you having to reset your device to factory default settings is quite high.

Try inputting your Google account information, only replacing the password with the word "null" (no quotations). Some users report this as having worked for them. If it doesn't work, though, you'll need to reset your device. You can find instructions for how to do so here: Perform a factory reset on Android Device

This problem is usually caused by a software issue, most often when you've installed an app from an unknown location, or one that has compatibility problems with your device. To fix this problem, you'll need to press and hold the power button for 20 seconds, which will force a soft reset. That will close any open apps, and may allow you to restart your device without any problems.

Should the soft reset option fail to work, you will need to perform a Factory Reset. Please reference the other questions in this Q&A for steps on how to perform this action.
