Why can't my Samsung Galaxy S5 transfer pictures to my computer?

When I connect my Galaxy S5 Smartphone to my computer in order to transfer pictures, I get a message that states "no new pictures or videos are on this device.". Actually the computer does not even appear to recognize the smartphone. It will list Samsung SM G900V as a portable device, but when I click it, there is no indication that there's a device connected. Consequently, I am unable to bring up the pictures I would like to transfer to my computer.
