Before you contact Samsung regarding with the phone you have, you need also to consider that the problem is not with the phone it self. This could be a settings that you have enabled on your phone that restricts some actions and limit it.If you mean by hangups that whenever you are trying to call someone the phone would drop the call.

If you mean that the phone is kind of laggy and keeps on freezing. Make sure that you do not have too many applications, technically speaking you must leave as much as 1GB in the internal storage. Whenever you open an application nor watching videos the phone would borrow those space for you to open and watch. You can confirm this by consuming most of the phone internal storage and left at least 50Mb and you will see a prompt on screen for insufficient storage.

Another way of reporting to Samsung is by going to their Samsung Outlets. Every complain from the customer, they would log a case notes for it and send it to Samsung it self to let them know that this problem exist and may give feed back within 24 to 48. Same goes to Live chat, call and email.

You can try to do a Hard Reset and put the phone back to its original factory settings to see if that will fix the reboot issues. If you have a fairly new Samsung Android smartphone, you can do this by booting into its recovery mode menu. Power off the phone and press volume up, home and power buttons together to access the menu. At the menu screen, select wipe data/factory and then reboot when finished.

If this is a battery issue, what you can try to do to isolate this problem is to try another battery if you have a spare or know someone that you know has and ask to borrow to try it on your phone to check if the problem exist or not. If this is a problem with your phone's operating system, what you can do first is to reset it back to factory settings. Resetting the phone can also help you to clear errors in your phone as you are reverting its operating system to it's base value either the original or the last update of the phone (Depends if the phone has been updated).

Hardware issue:

If the Hard reset did not work for you then what you can do is to try to move the battery prongs in the phone. Take the back cover out and the battery and you will find there bronze prongs and try to move them as it may not be reaching the batteries connector that much and it is cause this rebooting sequence. However, if all else fail what you need to do is to take the phone to the nearest service center to have the hardware checked and repair.

This is most likely a problem caused by the security for the webpages. If you can connect to email while just surfing the internet on the phone, and it only messes up while connected to PC. I would recommend updating your browsers and trying again. If that doesn't work then unfortunately you may not be able to do it this way.
