What depth of Hay for insulation?

I have new home and septic system in Northern Ontario and will move in late December. Septic is not grass covered as is new.. Plan to put loose hay over tank and filter bed but wonder how thick should I put hay cover and whether hay should then be covered with say 6mm plastic or leave uncovered save for coming snow?. What is best?. Thanks
