How to receive verification code?

I am unable to receive verification code neither SMS or call. I followed all the necessary steps, when it is supposed to give code

One of the problems people may encounter when verifying their accounts is that some mobile carriers do not support short-code messages from 4-digit numbers. Also, check again whether the last four digits of your phone number are correct. Your phone or carrier also may block international incoming SMS or calls. We have an article on SMS and call barring, but sometimes carriers block international messages and calls via services that can be accessed on the carrier web site, at an office or a sale point of the carrier, or over the phone.

If you still cannot resolve the problem, then navigate to http://windows.microsoft.com/en-US/windows-live/id-support and click "I'm having problems receiving or using a security code".
