It is a clone of the Samsung Galaxy S3. Since they are just clones, the setting are different and do not include all the settings available on the actual phone. These options are mostly only available on the original copy of Samsung Galaxy S3.

It would be impossible that the notification panel is not present in some Samsung Galaxy S3. The notification panel is a basic feature for all Android devices. It's where you can customize shortcuts to other settings. The Notification Panel can be found on top of the screen where your clock, and other small icons, can be found. You need to tap and hold the screen where you tap then drag it down to view the Notification Panel.
