Tethered to Galaxy S5 but limited data?

My WiFi tethering from ASUS Windows 8 used to work, and USB. The laptop successfully works with other WiFi modems and a variety of places, so don't think it has a problem. But through the S5 it gets the limited yellow triangle, says limited, and browsers can't go anywhere. The S5 seems OK for data off Australia Telstra prepaid plan, with Gmail, Skype, Facebook all able to go get stuff. I have CM security on the phone. Also Clean Master, perhaps the only two things that might have changed a setting. Somehow the data isn't allowed for the specific tethering, whereas both ASUS and S5 enabled and working for data. Can't find any settings on S5 that is incorrect that I know of. Thanks if any ideas. I will try Samsung support in Australia who might know about Telstra, but you might know something, cheers

I am actually looking for help with WiFi hotspot usage - GS5/Win7?

I am having an issue with my GS5 where I can connect via USB tethering with no problem. However, I can not connect via WiFi hotspot. I have T-Mobile and my account is setup to allow for WiFi hotspot usage. My fully updated Windows 7 desktop with a WiFi adapter, can find the hotspot, prompts for the password at the correct time and then fails to connect to the network. I have tried all of the security settings and the same results. My phone is a SGS5 running 6.0.1 and I have tried the native app as well as several others from the Play Store. As I stated in the last window:
