I believe that a new update has been applied on the Samsung Devices. Go to your settings>>more tab>>update device>>select update Samsung software to have the new software updated to your phone.

If it was working before but it is no longer working now for some reason. This is a common problem with USB tethering that was working before then it stopped. what you can do are:

    Unplug the USB cable and connect it a different USB port or even another computer.

    Turn off the phone for a minute or two and leave it then once you turn on, the USB tether should appear back in the selection.

It is not recommended to flash a firmware not matching your phone's region. If you simply need a language pack other than the Asian ones for your phone, I would suggest flashing a custom ROM instead. This will ensure you don't damage your phone using an incorrect firmware that does not match your phone's internal specs.
