What can I do to prevent my landlord from towing my vehicle at an apartment complex for an expired inspection sticker?

I have a wheelchair-modified van that I use for work and last Thursday I received a warning sticker on my driver's window at my apartment complex saying it's going to be towed because my inspection has expired and I can't afford to renew it until my next payday.

My vehicle was towed from my apartment complex parking lot and I don't have money to get it out?

It had a flat tire and I couldn't get it to crank. I was going to get someone to help me crank it this weekend so I could give it to a sick friend who doesn't have transportation but now it's gone. I don't know what to do?. I have tried: It was just towed. I think it was caused by: My apartment complex just contracted with this tow company to tow vehicles without a parking permit. Since I was giving it away, it didn't have one.
