Stuck on step # 6 Can't find " tethering and portable hotspot "?

After I tap the " more networks " I go to that screen but all I show is ... Airplane Mode....mobile networks.....VPN. Nothing about tethering? If I tap on " mobile networks again " I go to... Mobile data "turn on data access over mobile network". Access Point Names.... Network Operators. Still no tethering ?? Started at step #1 and everything thing was as described... instructions & pictures you provided matched. When I got to #6 step that stopped, I could not find anything that said " Tethering and Portable Hotspot". I have tried: Followed the steps that you provided and everything matched up exact till I got the step #6. My screen and what was displayed on it did not match what you said the next step would be. I think it was caused by: I have no idea.... this is why I'm asking you. I have a block on my phone that will not allow me to do this?
