Slow connection 54 Mbps drops to 12 Mpbs, doesn't open anything?

I suspected someone is stealing my connection, I'm watching one video and it keeps loading, I checked the Task manager and everything isn't running other than Chrome, then sometimes the connection becomes very very slow, hardly can watch movie and high ping in gaming. I've tried to restart PC and restart my router. I want to check whether others are using it without my permission with network watcher, but always detected my own, it seems seldom happens connections issues but if it does I can't seems to watch video or gaming. I have tried: Restart router , restart PC. I think it was caused by: People stealing my connection!
