Location services may need to be enabled before taking pictures. We have a tutorial explaining how to do that. It is important that camera should also have access to the location services ("settings" > "privacy" > "location"; see if Camera can access the location services).
If the location services were definitely enabled, then, alternatively, you can install GeoPhoto, enable cellular data or WiFi, and try to take pictures with the location services enabled after that. You can also change the location data of your photos with that tool.
Using large-resolution (35 - 38 megapixel) pictures can bug the location services for them too. Either use smaller resolution or update your Lumia to Windows 10 and then with updates. Others reporting the bug getting fixed after both updating and factory-resetting the phone.
So, check if your pictures do have location data with GeoPhoto or Photo Location Viewer and edit them, if necessary. If after that your location cannot be detected, then either the pictures were taken indoors or there is a problem with the GPS sensor in the phone.
