    Basically, there are six ways that you can transfer and share your media files between the Samsung Galaxy Note3 to a PC or a Laptop. The methods include using the Samsung Kies, using the Windows Media Player, connecting the Samsung Galaxy Note3 as a media device, using the card reader, using wireless connectivity, and using installed applications.

    1. In transferring files from your Note3 to your Laptop and vice versa using the Samsung Kies feature, download first the latest version of the Samsung Kies from the official Samsung site. Install the downloaded file onto the computer connect your Samsung Galaxy Note3 on your computer using the USB cable. Once connected, your Laptop will automatically detect your device. If it doesn't, simply open Samsung Kies on your computer manually. Wait for the connection to be established. You'll know that the connection has been successfully established when the Kies shows your device name.
    2. After the device is successfully connected, simply choose the file that you wish to transfer - music files, contacts, video files, photos, story albums or podcasts. If you wish to transfer files from your Note to your Laptop, click on the desired files type that you can find right below the device name. Place a check-mark on the box right beside the file, and then click the "Save" button.

If I have read your question correctly, you are doing everything properly that you should be doing. The only suggestion I have for you, is that your USB cable may be bad. Either try your cable on someone else's computer, or just try someone else's cable. This way you can narrow down if it's a USB port problem on your computer, or a cable problem.
