Samsung Note4 not connecting to 2G network?

I bought a Samsung Galaxy Note4 made in Korea, and it has been having problems connecting to 2G and 3G networks which is common in Kenya. The network provider is Safari.com. When I search manually to connect to the network I get an error message "Can not connect to this network at the moment. try again later". I also noticed it does not have an IMEI number. . . 1. Is it possible to assign an IMEI number to this phone and how?. . 2. How can I solve this network connectivity problem? p.s. I have done a Factory Reset already and changed the SIM card to the most current 3G/LTE
