Please help me bypass FRP. Used phone w/ new SIM. Stops at verify Google when I'm trying to activate recently purchased phone?

I purchased a Core Prime from an individual who didn't remove their Google account before they did a hard reset from the recovery menu. I purchased a new SIM card and activated it via another working wireless phone. when I put the new SIM card in the phone it stops at "verify Google acct."
