No boot while turning on power?

When I press power button CPU fan starts running but no boot. I have tried: I have done almost everything changing PSU, even changed Processor with another processor changed RAM, removed RAM and tried to boot so can get at least beep sound but nothing I get. I think it was caused by: I don't know might be motherboard, but don't have money to change it
