On step 9 it says rinse wash repeat. How does that allow sage to darken hair enough to cover the gray?

I've tried something like this before, but didn't know to let the sage steep. It does make the hair feel gunky so I rinse it out afterwards. It is not clear how many times I should rinse with sage tea and repeat, and if I wash it out (with shampoo?) how does it allow the sage tea to darken the hair and cover the gray?. I have tried: I have tried with boiling the sage and letting it cool, but the instructions I used before did not specify letting it seep for 2 hours. So that was part of the problem. My question is still - How many times to run the sage rinse through my hair and do I need to let it sit wet for a while and then wash it or is it only rinse with water?
