My motherboard isn't responding to anything?

The green signal light lit up when I plug in the power supply unit but nothing else happens. It is a Dell Dimension 1100/B110 I believe, and I have tried to power it up without the RAM and even clearing the CMOS. My next steps would be a different PSU but I am just not sure what the green LED light indicates.

There are four green lights on the back of the computer above the PS/2 ports. To learn about the problems related to each combination, please refer to the owner's manual, page 35. Generally, when your computer does not respond to being turned on and not a single fan spins in the computer, then there is a problem in connectors or in the power supply.
