Unfortunately, Google's Android Device Manager online software needs to be setup before the phone is lost or stolen in order for you to remotely wipe the device. If you didn't activate Android Device Manager on your Samsung Galaxy Note3 before it was stolen, you will not be able to remotely lock or wipe it from your computer; the lock and wipe features need to be activated and accepted on your phone, and the thief is very unlikely to do that. The only option you have at this point is to use the Android Device Manager to track your phone. You will also want to call the police and show them your Android Device Manager so they can get your phone back for you. If the police department is unwilling to help you personally, however, you will want to call your carrier so they can deactivate your phone or help local law enforcement track your device, as well.
