Mucus problems when I am singing or trying to say out some lyrics of a song?

There happens to be mucus, when I am trying to sing or say out a complete statement, then it blocks the good voice and my voice becomes hoarse which causes the chords and music tunes coming out badly. Heard that if you drink a lot of water, maybe the voice may regain its strength, but mine seems there is no big change after drinking water.
