Missing a court date because I was outside the country?

I missed my court date, but I missed it because I wasn't in the States and I wasn't in the States is because my F-1 Visa got terminated. Am I allowed to go back into the States. Also I called the clerks office a month before court date and they told me to call back on the court date to again explain the situation, which I did but on that day they clerks and other workers were on strike so I weren't able to get a hold of anyone.. I have tried: Calling the clerk office, send a email.. I think it was caused by: I just couldn't go to court because I can't. I'm not in the country
