Refresh your Windows 10 install. You either corrupted the version or it installed incomplete. A refresh will have everything working again. One thing to keep in mind is that if you are not logged into your Microsoft account then the taskbar will not work as an anti-theft measure.

That is the only way to do it through the user interface. However, try to click the Windows logotype icon and type "regedit". Press "Enter". To locate the lines below, click items one by one, each separated by a backward slash. For example, first click "HKEY_CURRENT_USER" to expand it, then "Software" to expand it, and click "Explorer" in the end. You will see all of the values on the right side of the window.

Now, locate these values (ignore steps if you do not see those values): HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer and HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer. Click the "NoTrayContextMenu" DWORD value and press "Delete". Confirm the action.

Right Click directly on the taskbar and then go down to the bottom of the list and select Properties. Make sure that you are signed into Microsoft to see the options. Just set as a User/Guest with no credentials will not show you the additional Properties options for the taskbar.

Press the Windows Key on your keyboard to bring up the menu with Properties. Go back into Properties and disable the Auto Hide Function. You can also use your mouse to swipe up on the screen to enable the taskbar but this is not a permanent solution.

You must have logged out of your Microsoft Account. See if you can log back in. Then right-click on a blank portion of the taskbar to select Properties. Make sure that your taskbar is unlocked.
